Let Us Hope for the rise of

United Peaceful Federal Republic of Sri Lanka

My immediate great expectations are that a political solution to the blazing ethnic conflict in Sri Lanka; and thereby, a real peaceful situation has to emerge in the country where people of all communities should be able to get together with fraternal spirits and strive for building a truly united nation and advancing socio-economic prosperity  

 

Majority of the Tamil people of Sri Lanka aspire for a just political solution within united Sri Lanka; Large sections of Sinhalese people want to resolve the conflict by a political solution with any degree of devolution, without dividing the country; India and the international community repeatedly request the Sri Lankan leaders to find a political solution on the basis of federal principles; the Tamil democratic parties demand that the political solution should be at least not less than the level of devolution of legislative and executive powers to the States in India; the Sri Lankan President Mahinda Rajapakse repeatedly promise that his government would take all efforts for a “Maximum Devolution within United Sri Lanka”; and the Opposition Leader Ranil Wickramasinghe declares in public forums that the political solution to Tamil’s problems should be resolved by devolving the powers on the federal principles.    

 

These demands, requests and promises, demonstrate that all conditions needed for a political solution to the conflict in Sri Lanka is prevailing. Nevertheless, it again and again strengthen the doubts and inhibitions about the intentions behind the attempts of adjournments and non-cooperation of the both major parties in finding ways and means for speeding the process of political solution, in the name of LTTE’s intransigence and terrorist activities, By blowing the LTTE’s terrorism and the Sinhala chauvinists’ extremism, out of proportion and giving them undue importance, the leaders of the major Sinhala parties prolong the sufferings and losses of the common people and increase the cracks to the unity and integrity of the country. The essential need to make the political solution to become the constitution of the country is the assent of the majority members in the Parliament, while other thinks are secondary. Could the major Sinhala parties truly work together, the need of the nation in this hour, can be easily achieved.   

 

The argument that any political solution is possible only with the concurrence of the LTTE, leads to a logical conclusion that the Sinhala leaders should be prepared to consent to the LTTE’s “Tamil Eelam” separated from Sri Lanka. It is the truth that the LTTE neither put forward any reasonable political solution nor will accept any political package put forward by the Sinhala leaders. Be the LTTE’s position a side. the first need is that the Sri Lankan Government and the opposition leaders have to get together and make a constitutional  reform accommodating a political solution, which can be accepted as a reasonable and just, by the Tamil democratic forces, India, and international communities. After that only, the LTTE’s consideration, consent and cooperation have to be given importance. This does not mean to stop the “dialogue and persuasive process” with LTTE, but not to postpone all the alternative and right process to find pragmatic political solution. First, the Sinhala leaders have to prepare their political package and make it a constitution; and by the time, the time and opportunities have to be offered to the LTTE’s corrections and suggestions, even if not immediately they can be accommodated later in the implementation process. Here the need is the real action of Sinhale leaders on what they say, to prove their credibility and sincere commitment.         

 

Origin of the ethnic conflict and the expansion of its acuteness has been perhaps the outcome of the hegemonic-oriented actions of the Sinhala leaders, more than seventy years since 1931 universal enfranchisement in Sri Lanka, and the ”State-terrorism” against the Tamils in 1970s and 80s. It is essential to understand the foundations on which the contradictions developed between the basic interests of the Tamils and the political structure in Sri Lanka. The origin and expansion of the LTTE terrorism is a consequence not only of the ethnic conflict mishandled by the Sinhala rulers but also of the conservative and crude-nationalistic political economy of the Tamil population.  Hence, it is not right approach that makes the LTTE a sole deciding factor and try to establishes the opinion that the consent of the LTTE enough to solve the Tamil’s problems in Sri Lanka.  

 

The government of India made all attempts for the success 1987 Indo-Lanka Peace Accord, with the hope that it would get full support of the Sri Lankan rulers and the LTTE. But both of them separately and as well as by different methods of open and secret collaborations, conspired against the initiatives of the government of India. At this critical juncture, my party, The EPRLF, nevertheless of its difficulties and the odd circumstances then prevailed, was the only Tamil party that stood firmly with India and acted with determinations in support of India’s well-intended initiatives; on that path, the EPRLF sacrificed about a thousand members including many of its central and regional leaders. Nonetheless, in a larger perspective, the failure of the efforts at last could be attributed to the Sinhala leaders, main Tamilnadu leaders and the international community, not supported and respected the right initiatives of the then Prime Minister Rajiv Gandhi and the courageous commitments and sacrifices made by the Indian Forces and the EPRLF. 

 

The “Ceasefire Agreement” signed by the Sri Lankan government and then LTTE in 2002 has very badly weakened all the democratic forces among the Tamils in the North-East and very cleverly made the LTTE’s long term wish to become sole force a reality on the ground and facilitated it to take control of everything other than the camps and security zone of the Sri Lankan Armed Forces in the North-East, and thereby, the authority of making agenda for so called “peace process” was vested with LTTE leadership, in other word, all the right processes to achieve political solution was blocked. The explosive characters inherently entrenched in the ceasefire agreement led itself towards violations and collapse at last.  Nevertheless of the ground level killings, bomb blasts and sporadic battles, the present over-ground political environment raises the hope among the people who really urge the true peace based on realistic political solution, mainly because of India’s and International community’s tough stand and actions on LTTE and emphatic request for a reasonable political from the Sri Lankan rulers, and also of the President Mahinda Rajapakse’s positive response and concrete actions in preparing optional packages for the political solution. I earnestly anticipate that all the forces who wish really a reasonable political solution to the ethnic problem in Sri Lanka, would act speedily and steadily with right perception and correct approaches, so as to reassert the proverb “Late is better than never”.         

 

I know personally many of the members in the “Political Representative Committee” and the “Experts Panel” appointed by the President Mahinda Rajapakse, for drafting the recommendations of possible options to find the political solution to ethnic problem in Sri Lanka. I learn through my sources that these committees perhaps function better than expected by many and move to achieve their targets well in time, as repeatedly promised by the President. Majority members of these committees are progressive democrats; some of them are dedicated federalists; and most of them are not only well learned on the ethnic conflicts, but also critical of the oppressive natures of Sinhala majoritarianism and sympathetic to the basic urges of the minorities. I hope that these committees shall provide right political foundations on which the Sri Lankan leaders to act not on the narrow communalistic passions, but to take care equally of the interests of all the communities in Sri Lanka.  I hope that the Presented, as he repeatedly promises, shall initiate all actions to prepare a proper and comprehensive political package from the recommendations of the committees, and then soon it to become the new Constitution of the country.  

 

Despite of all the present promises and hopes, these kinds of attempts and confidence-buildings were in the past many times, but, at last ended as futile exercises. In fact, the growth of political systems and environments in the last more than seventy five years in Sri Lanka have not allowed the development of  political mechanism that can provide the ways and means to resolve the crises in Sri Lanka by Sri Lankan themselves. National leaders again and again succumbed to the pressures of extremists and communalists, and let the acute polarization among the national communities to grow and become continental and international issue. Even when India alone came forward to help Sri Lanka leaders to resolve the crisis, the Sri Lankan political system did not allow its leaders to catch hold the opportunity with senses. It took twenty years for the then ministers and the sons of the late ministers to openly criticise their or their fathers’ blunders. Yet, many of the Sinhala leaders of the major parties perceive the solution to the ethnic crisis introvertedly – Sinhala-centrically; they want to achieve a “Sinhala victory” and revalidate the Sinhala domination over the crisis, not the sincere political reformations to implement remedies to the past mistakes, and to lead the country in the paths of equality, fraternity and people’s democracy.  

 

That is why the complicated situations evolved in the ethnic conflict in Sri Lanka have made the all the Sri Lankan parties cutting across the ethnical and ideological differences to cry for India’s strong involvement, and willingly or unwillingly made a number of countries such as USA, UK, Norway, Belgium, Denmark, Switzerland, Japan, China, Australia, South Africa and also UN, to have special envoys or special departments to take active roles in many ways. The inevitable reality is that how much ever the Sri Lankan democratic and progressive leaders try and put sincere efforts, the real success in making a comprehensive political resolutions and implementing them fully, can be achieved only when India and the international community provide their cooperation and commitment.       

 

More over, owing to difficulties and the weaker position of the democratic Tamil leaders in Sri Lanka, I wish the Honourable Chief Minister and Honourable Opposition Leader of Tamilnadu, and the Congress and the Communist parties’ leaders of Tamilnadu to play a positive and constructive role with the Sri Lankan state leaders in making a just political solution to the Tamil’s problems and ensuring its proper implementation on the ground.
